I'm not an expert by any stretch of the imagination, but I will chime in.
I recently purchased Parallax 28823 USB servo controller. It will control up to 16 servos. That would be 4 three-axis skulls, with jaw movement, but without eye movement.
I am currently using mine to control two talking Buckies that I built based on Scary Terry's design. (I'm very proud of myself, will be posting video as soon as I get some, and am looking forward to now joining the "3-axis club.")
The controller cost about $40.
It works great with VSA (which I still have to purchase.)
It comes with software and is very easy to use.
It is a servo-only board, but it doesn't require programming, like a prop 1 board would.
I will need to win the lottery to keep up with these group buys.

It's still March, and I have been spending (and will continue to spend) about $100 per month this year, so far, getting ready for this year's Halloween.
Got the skulls.
Got the controller.
Need the servos.
Need to purchase VSA.
