How big do you need? The Ship's wheel is of 48" Diameter.

We made a ship's wheel for my boss's POTC theme yard from a 2X4 post with a wagon wheel from Harbor Freight mounted on it. It's all mounted to a pallet (easy to move). We burned and stained them and added some decorative "feet" from Lowe's to it for the handles. Turned out pretty well considering the money spent. You can add more decorative pieces if you like.

Here's a Pic:

I got mine on eBay, its an authentic 48" wheel. There are 24", 28", 36" and 48" wheels on eBay all the time. The 48" was $144 shipped from CT to AZ. If you want to go cheaper, go with a wagon wheel, add handles, stain, weather, distress(hit with a chain) and mount on 2x4's..
